Although the State of Illinois ranks last in most areas, it is near the top in one area. Its flagship university at Urbana-Champaign is number three for the number of foreign students for 2013-2014 school year – 10,843 to be exact. Many of the foreign students hire agents to help them with the admission process sometimes paying in excess of $25,000. Too bad students in Illinois cannot afford this kind of help, but unfortunately their parents have to pay the high taxes in the State of Illinois to support schools such as the University of Illinois. Oh by the way, wasn’t the University of Illinois the “Pay to Play” school back in 2009. See http://www.csmonitor.com/USA/2009/0923/p02s25-usgn.html
One way or another, money dominates everything in the State of Illinois contributing to a level of corruption that the citizens of this state tolerate.
See the article in The Wall Street Journal on October 1, 2015 for full details on foreign students at American universities.
