Freeport City Council Approves $10,000 Agreement for Fehr-Graham to Check Crack Filling! Yes, Sadly We Are Serious

The following are the highlights of the Freeport City Council Meeting on July 15:

2013 -2014 Appropriation Ordinance approved by Council 7 – 0.

Resolution approved for Fehr-Graham to check street crack filing at a cost of $10,000. City Engineer said he did not have time to check the crack filing. Approved by a 7 – 0 vote. Wow $10,000 to check cracks!

Resolution approved (7 – 0 again) for Fehr-Graham to check micro surfacing overlay work done on streets at a cost of 5% of the bid. City Engineer said bids are not in yet, so he did not know how much Fehr-Graham would be paid. Interesting – bids are taken on resurfacing, but not on engineers to check resurfacing! Hard to understand! City Engineer must not have time to check resurfacing work! In fact the City Engineer is probably too busy driving around town looking for cracks to fill so Fehr-Graham can then drive around to be sure they are properly filled.

Comments of Department Heads:

Community Development – Indicated Rawleigh bids in and were under estimates. What does that mean?

Finance Director – predicted a surplus of at least $122,000 for last fiscal year.

Water & Sewer – Burchard water tower should be painted in next 3 weeks

City Engineer – No update given on City and old library building though he indicated inspections done. Will report at August meeting. Perhaps he will hire Fehr-Graham to evaluate reports!

Mayor – Blackburn appointed interim fire chief (90 days).

Council Comments:

DeVine – said fireworks really good!

Koester – volunteered his talents to help find a new fire chief.

Klemm – Commented on Mayor’s 6 point crime plan. He indicated that Freeport did not get in trouble overnight and it would take time to solve the crime problem. How long has he been an alderman? He sure was there when the past failed policies were taking place!

Mosquitoes Invade Northern Illinois! Freeport Mayor Says It Is Not His Problem.

Mayor Gitz at an online forum at the Journal Standard passed the buck on the mosquito problem. He said it is the mosquito district’s problem. Where does he live? Check out the Asian tiger mosquito which is now prevalent in Illinois. They were introduced from Asia in imported tires in the 1980’s and have been called “ferocious little biters.” They eat (bite you) day and night, and like most mosquitoes are capable of transmitting serious diseases.

Freeport Water Bills Now Available Online

You can now get your Freeport water and sewer bills on line. You must sign up and then they will email you a notice each month advising you when your bill is ready. Of course, you can still receive paper bills. This is a good service and long overdue.

To register for this service go to the City of Freeport website at http://www.ci.freeport.il.us/
then under Departments go to Water & Sewer and you will see Utility Bill Options. You can then register for on line access to your bill.

Concealed Carry Law Approved

Illinois has now joined 49 other states in permitting the carrying of guns in public. Illinois State Police have 180 days to create an application process, so it will be 2014 before people can carry guns in public. Once permits are issued, there are limits to where you can carry guns. They will not be permitted in schools, parks, government facilities, buses and commuter trains, bars or restaurants where more than half the business is alcohol sales, and several other public places will continue to be banned areas. After a background check and 16 hours of firearms training (longest of any state), the concealed carry permit will be issued after payment of $150.00. The permit is good for 5 years. As with everything else in Illinois, a whole new level of expensive bureaucracy will be created to manage the license process. Soon the fee will be $1,000 a year to cover the salaries of the bureaucrats administering the system. Remember this – over 1/3 of Illinois State Policemen are paid over $100,000 per year!

The Illinois State Rifle Association says gun owners shouldn’t have to wait nine months for the right to carry concealed weapons, and said Association has filed motions in Federal Court to allow concealed carry by July 16.

Where Have All the Letters Gone? Long Time Passing. Workers at Carol Stream Have Picked Them Everyone. When Will They Ever Learn?

Our mail from this area is now transported to Carol Stream to be sorted instead of Rockford. There was letter to the Editor in the Rockford paper recently complaining that they were not receiving all of their bills. To make matters worse letters are being returned for incorrect addresses when the addresses are correct. One person said that he has lived at the same address for almost 20 years, and in June a bill sent to him was returned to the sender. The sender called him asking if he had moved! This same individual never received his July Comcast bill. It is an old excuse when you do not pay a bill on time to say that you did not receive it. If you live in Northwest Illinois, it is probably true. Most of the workers in Carol Stream don’t even know where Freeport or Lena is located! Such poor business practices are just accelerating the destruction of the U.S. Postal System. The future is now – one must receive and pay bills online which is driven by the U.S. Postal System.
